Tetra Tech led the environmental impact assessment for the second UK Round 4 offshore wind project to be granted development consent.
The Morgan Offshore Wind Project is expected to have a potential generating capacity of 1.5 GW: enough to power the equivalent of around 1.5 million homes.
In 2021, our team was selected by the consortium of bp Alternative Energy Investments (now JERA Nex bp) and Energie Baden-Württemberg AG (EnBW) to lead the Environmental Impact Assessment (EIA) and Habitats Regulations Assessment (HRA) for the development of their offshore wind lease areas in the Irish Sea, which included Morgan.
The Secretary of State has now granted development consent for the Morgan Offshore Wind Project: Generation Assets. Morgan Generation Assets was the second project in the UK’s Round 4 leasing round to be accepted for examination and the second of those projects to be granted consent. The first consented project was Mona Offshore Wind Farm, which was also supported by Tetra Tech and consented in July 2025.
Tetra Tech prepared the EIA Scoping Report (published in 2022), the Preliminary Environmental Information Report (published in 2023), and the Environmental Statement and HRA submitted as part of the project’s Development Consent Order application in April 2024. The application was subsequently accepted for examination by the Planning Inspectorate. During the examination phase, Tetra Tech led on the EIA and HRA, including providing subject matter expertise, authoring documents and leading on stakeholder consultation across a range of onshore and offshore technical topics. The examination phase ran from September 2024 to March 2025.
Alexandra Bowers, Senior Associate Director at Tetra Tech and Project Director for the Morgan Generation Project EIA and HRA, commented:
“We are proud to have reached this important milestone for the Morgan Generation Project. Our team has worked collaboratively with the project development team since 2021, taking the project from the early stages of development through to award of the Development Consent. During this time, our project management and specialist teams have developed close working relationships with client teams and key project stakeholders to ensure that potential environmental impacts are thoroughly assessed and mitigated, ensuring that this major UK offshore wind project can be taken forward to construction and operation sustainably.”
Peter Gaches, Morgan Generation Lead Consent Manager, Morgan Offshore Wind Farm:
“Tetra Tech provided technical support throughout the pre-application, examination and determination phases, which has been critical to the successful consent of the Morgan Generation Assets DCO. It has been a real pleasure working with their management team, expert practitioners and sub-contractors. Their positive and proactive approach to delivering a high-quality consent application and subsequent defence of that application has been exemplary.”
