Unifying Liquid Control Centers Through CygNet SCADA Migration Standards

Tetra Tech Digital Systems migrated Sunoco’s DNA Telvent SCADA system into Energy Transfer Partners’ (ETP) CygNet SCADA platform, unifying operations across merged liquid control centers.

After ETP merged with Sunoco Logistics, the combined organization brought together two liquid control centers with different SCADA designs and management styles. Sunoco’s custom DNA Telvent SCADA system had been engineered over more than eight years for existing assets. Tag structures differed between consoles, alarming was configured point by point, and controllers could change screen parameters. The system ran on Server 2008, which did not comply with ETP cybersecurity policies. ETP’s CygNet SCADA platform used a rigid pipeline framework, limited point types, and strict alarm schema.

We collaborated with ETP and Sunoco to define required functionality that would maintain control room operations with minimal change. The team mapped Sunoco’s controller navigation and display architecture into CygNet for Pipeline, aligned the human machine interface (HMI) with Pipeline and Hazardous Materials Safety Administration (PHMSA) API 1165 design standards, and adopted CygNet tag and alarm structures. Each console was built in a model office, point-to-point tested with field operations, and operated in parallel with DNA Telvent while comments were incorporated.

The software team created CygNet-based solutions for Telvent liquid management suite’s batch ticketing and manifold management, integrating ETP’s ticket scheduling software with physical batch meters, scheduling data, active batches, and flow computer operations. The migration converted 12 consoles, 1,224 screens, 1,038 new devices, and approximately 171,293 points. Conversion tools and change management tracking translated DNA Telvent points consistently into CygNet fields and properties.

Benefits

  • Unified liquids operations on one SCADA platform
  • Preserved Telvent functionality while adopting CygNet standards
  • Standardized tags, alarms, screens, and point architecture

I’m very proud of what was accomplished over the last two years. The professionals at Tetra Tech were key to this successful project.
