Our UK offshore energy experts supported Morven Offshore Wind Limited (MvOWL) from the early development stages through to the planning consent application for the Morven North Offshore Wind Array Project and the Morven South Offshore Wind Array Project.
During the 2022 ScotWind leasing round led by Crown Estate Scotland, EnBW Energie Baden-Württemberg AG, and JERA Nex bp Limited entered into an option agreement for the Morven option lease agreement site (Morven Site), covering approximately 858 km² within Scottish waters. The projects will include offshore wind turbines with associated foundations, inter-array and interconnector cabling, and offshore substation platforms.
Following initial planning and site refinement, the Morven Site will be developed in two projects:
- the Morven North Offshore Wind Array Project (Morven North)
- the Morven South Offshore Wind Array Project (Morven South)
Once operational, Morven North and Morven South will increase the capacity of clean energy, contributing to the UK’s transition to low-carbon energy.
Our support to MvOWL
MvOWL appointed Tetra Tech to lead the Environmental Impact Assessment (EIA) and Habitats Regulations Appraisal (HRA) in support of the offshore consent application for each of Morven North and Morven South, submitted in May 2026, marking a significant milestone in the project’s progression.
Tetra Tech’s multidisciplinary team undertook baseline characterisation surveys and prepared a suite of technical assessments across a range of specialist disciplines, including physical processes, offshore ornithology, marine mammals, fish and shellfish ecology, benthic ecology, commercial fisheries, shipping and navigation, marine archaeology, aviation, other sea users, socio-economics, climate change, human health, and major accidents and disasters.
Tetra Tech delivered a broad scope of work by preparing two EIAs and two HRAs simultaneously, one each for Morven North and Morven South. This parallel approach required a significant level of coordination, resourcing and technical input across multiple specialist disciplines. This achievement highlights the capability of Tetra Tech’s offshore energy team to deliver quality, at scale.
We are absolutely delighted to have supported MvOWL throughout the pre-application phase of Morven North and Morven South and to see everyone’s hard work and dedication come to fruition. A great joint effort between the wonderful MvOWL consents team and the Tetra Tech EIA and technical teams.
Ruth DeSilva, Project Director of the Tetra Tech Offshore EIA and HRA Project Management Team

A track record of environmental assessment expertise for ScotWind
Tetra Tech has extensive experience in leading and delivering complex EIAs and HRAs for major infrastructure projects, as well as providing ongoing support through the post-application phase.
We have played a key role in several of Scotland’s major offshore wind proposals, covering both fixed-bottom and floating technologies, including Berwick Bank Wind Farm, Ayre Offshore Wind Farm, Bowdun Offshore Wind Farm, Stoura Offshore Wind Farm, and Ossian Offshore Wind Farm.
Tetra Tech has acted, or is currently acting, as the EIA and HRA lead for five of the 19 ScotWind projects currently in development, demonstrating our strong presence and capability within the sector.
Morven Offshore Wind Limited is delighted to have submitted consent applications for our Morven North and Morven South projects. This milestone reflects three years of dedicated work, and we look forward to engaging further with our broad stakeholder community as we move into the next phase.
We are grateful to Tetra Tech for their expertise and support throughout this process. Coordinating documentation in support of two applications of this scale is no mean feat, and we look forward to continuing our collaboration through the consent determination stage.
