Tetra Tech’s energy experts provided project management services to the support the first proposed offshore wind farm off the coast of Latvia, set for auction in 2029.
ELWIND is a joint Estonian-Latvian, state-run offshore wind project in the Baltic Sea, planned for auction to a qualified developer in 2029. The project is investing in both offshore wind electricity production and grid interconnection between Estonia and Latvia.
Tetra Tech will support the Investment and Development Agency of Latvia (LIAA) by providing project management to guide the offshore elements of the environmental impact assessment (EIA) concerning Latvian waters. We are partnering with Estonian, Latvian & Lithuanian Environment Ltd (ELLE) to provide environmental consulting onshore.
Tetra Tech has considerable international experience of EIA and related project management, which includes supporting early projects in new offshore wind markets such as Lithuania, Australia and Korea. For ELWIND, our work will include coordinating EIA studies, stakeholder engagement, and preparation of the EIA report.

The ELWIND project has a potential electricity generation capacity of 1,000 MW in each country (up to 2,000 MW total). It will support the goals of increased energy independence and security in the region, as well as the transition to affordable renewable energy.
