RPS, A Tetra Tech Company is helping Defence strengthen training capability through project management and contract administration for a major Northern Territory training area and range upgrade.
Challenge
The Department of Defence is undertaking its largest upgrade of Northern Territory training areas in recent years to maintain reliable, fit-for-purpose training areas and weapons ranges for the Australian Defence Force. The program supports cooperation and interoperability with the United States Force Posture Initiative and international partners across Robertson Barracks Close Training Area, Kangaroo Flats, Mount Bundey, and the remote Bradshaw Field Training Area.
Delivery required aligning more than 50 stakeholder groups, adapting to evolving training, simulation, and targetry requirements, managing remote logistics and limited contractor availability, coordinating construction with training schedules, and securing cultural and environmental approvals.
Solution
As Defence’s Project Manager and Contract Administrator, Tetra Tech supported the program from scoping and master planning through approvals, contract negotiations, and construction delivery. The team established clear communication channels and high-level program deconfliction meetings to align delivery with Defence training needs.
Working with the Managing Contractor and stakeholders, the team used targeted design and cost management, including a two-stage design review process, value management at each design milestone, and rigorous cost modelling and negotiations. This approach helped maintain governance, manage scope and budget pressures, minimise delays, and provide Defence with continuity and confidence across a complex multi-year program.
