Scott Palmer

Mr. Palmer leads Tetra Tech’s Enterprise Risk Management group globally, focusing on contract, claims, and insurance risk. He joined Tetra Tech in September 2026, bringing 20 years private and public experience in engineering and contract law, including most recently 11 years in risk management for a multi-national engineering and technology consulting firm. Mr. Palmer holds a degree from Brigham Young University in Construction Management and has focused on construction and engineering law throughout his career. Mr. Palmer also holds a J.D. degree from the Georgetown University Law Center.
