Delivering a Midstream Pipeline Automation and Instrumentation Control System

Tetra Tech provided turnkey process control services for a midstream operator who was developing a new seven station, 300-mile pipeline from eastern Oklahoma to the panhandle of Texas.

Challenge

A regional refinery needed access to greater volumes and more diverse grades of crude oil. The original client assets were not capable of moving the desired product from the storage terminal in Oklahoma to the Northern Texas regional refinery.

In addition to pipeline reversing, new booster facilities needed to be built to increase pumping capacity and flow rate to meet end user operational demands. The client also required control panel updates and automation for the entire operation.

Solution

Tetra Tech provided the design, programming, building, testing, installation, and commissioning of control panels, including the integration of new instruments and devices. Emerson’s PacSystem RX3i and VersaMax were used on 14 panels, while Moxa’s Modbus TCP gateway solutions (MGate MB and Port RS-232/422/485) were used on four panels, totalling 18 panels to facilitate control of the new and upgraded sites.

We programmed a Motor Control Center sync transfer logic from Toshiba VFD TOSVERT-300MV2 to coordinate lead and lag operation of two 2250 HP mainline pumps at each of the pipeline locations. We also dedicated extra time to setup a temporary testing station using one of the General Electric programmable logic controllers to simulate the sync transfer.

Tetra Tech also performed the programming of varied actions to adjust engineering design to the reality of pipeline operation.

  • Added a motor current proportional-integral-derivative loop at a variable frequency drive for two stations
  • Added current day, previous day, and current month totalizers to three stations
  • Created a communication channel at each station to act on destination point loss of permissive
  • Implemented a pump differential pressure to detect no flow alarm logic
