Jennifer Harlan is Tetra Tech’s June 2022 PM of the Month. She uses her environmental consulting and project management expertise to help clients protect human health and the environment through safe, effective munitions response services. She has more than 21 years of project and program management experience in the environmental consulting field, including 11 years as a PM overseeing Military Munitions Response Program (MMRP) projects for the U.S. Army Corps of Engineers (USACE). She is currently managing MMRP task orders in support of four different USACE clients.
Jennifer works to understand our clients’ needs and provide the most safe and effective way to execute their projects. She gives measurable thought to risk prevention and recovery plans to help task order performance proceed smoothly.

Prior to joining Tetra Tech, Jennifer worked at a small business where her roles ranged from PM to vice president. Her experience also includes natural resources projects, U.S. Department of Defense (DoD) projects supporting five USACE Districts, and environmental compliance program management for the National Aeronautics and Space Administration and local state agencies.
Jennifer holds a Bachelor of Science in Ecology and Biology from Juniata College and Project Management Professional certification. She is based in our Fort Collins, Colorado, office.

How does your work support the environment and communities you work in?
My team’s work supports our clients in removing munitions and explosive hazards from prior DoD sites. The presence of these hazards poses a danger to human health and safety and presents the risk of potentially contaminating the environment. I coordinate with our clients and engage the expertise of my colleagues to create plans that safely, effectively address these hazards. As a result, we ultimately make communities safer for people to live and work in and support the restoration of the environment.
How do you manage a successful project team?
I am a team player and support my team members through clear communication and strong organization of our plans. I call on my colleagues for their specialized expertise and local knowledge, matching the right people with the right tasks throughout the process. I consistently communicate a clear vision for every project we work on to help keep the whole team on track. During every monthly operational and financial review, I discuss next tasks and the risks associated with them, always bearing in mind the safest, most effective ways to prevent or otherwise address these risks to meet our clients’ goals.
What is your approach to establishing and maintaining client satisfaction on complex projects?
I maintain an organized approach to management from the very start of every project throughout the process. I carefully consider the specific needs of a given project and decisively coordinate with staff whose expertise are best suited to those needs. I also commit to working alongside my team to turn over high-quality deliverables.
I always approach our work with a can-do attitude, and strive to deliver the absolute best results to our clients. I support my clients by keeping them updated regularly through emails, routine project update calls, and phone calls as needed. As a result, I understand clients’ needs and most pressing concerns and work to ensure those are always addressed. Clients are consistently pleased with the work we do, and I’m honored to support such important work for them.
