Restoration Services, Inc. (RSI) is a woman-owned small business based in Oak Ridge, Tennessee. Established in 1996, RSI has more than 15 years of experience completing environmental restoration projects, nuclear waste handling, and facility decommissioning support. RSI provides a full range of services for non-nuclear field characterization and environmental monitoring, project risk and opportunity management, environmental documentation and related regulatory strategies, and renewable energy.

The RSI-Tetra Tech relationship began in 2008 when the companies collaborated to win the Department of Energy’s Portsmouth (Ohio) Environmental Technical Services (PORTS ETS) Environmental Management contract, valued at more than $60 million. It provides technical oversight support to the Portsmouth Paducah Project Office for the Portsmouth Gaseous Diffusion Plant Decontamination and Decommissioning (D&D) project.

RSI and Tetra Tech have complementary operational and technical strengths in nuclear material management and function as a seamless team. RSI Vice President Peter Caswell says, “Tetra Tech provides RSI a high quality of technical resources and is easy to work with.”

“No one puts company ahead of contract performance,” says Mr. Caswell, describing the relationship between the two companies. "The contract is as an excellent example of how Tetra Tech works with small business partners—both in a prime contractor and subcontractor role—to develop beneficial long-term relationships."

“DOE has command and control, and we respond with the right resources to do the job,” continues Mr. Caswell. “The customer cannot tell the difference between RSI and Tetra Tech people when visiting a work site.”

The RSI-Tetra Tech team has delivered many collaborative successes on its PORTS ETS contract: initiating and advancing the planning for the D&D activities, and planning for the regulatory documents that are required to support D&D and waste management decisions under the Comprehensive Environmental Response, Compensation, and Liability Act. For these efforts and more, DOE named RSI its 2011 Woman-Owned Small Business of the Year.
