Royal Saudi Land Forces Aviation Command Infrastructure and Design Improvements

Tetra Tech provided master planning and design of facilities and infrastructure improvements for five Royal Saudi Land Forces Aviation Command (RSLFAC) bases in Saudi Arabia.

Under the Foreign Military Sales Program, the U.S. Army Corps of Engineers (USACE), Middle East District (MED) selected Tetra Tech to develop comprehensive master plans and provide design-build construction documents for facilities, pavements, and supporting infrastructure at five RSLFAC rotary-wing bases within the Kingdom of Saudi Arabia. The plans and documents will support the fielding and operations of various rotary wing aircraft at Forward Operating Bases, a fully functioning training base, and a supply and logistics hub.

Tetra Tech provided master planning services for each of the five rotary-wing bases to identify and prioritize recommended design and construction activities to support RSLFAC fielding and operations missions over the next 25 years. Our team reviewed existing plans and basic design documentation, performed a site assessment, and facilitated a design charrette. During the site assessment, the field team conducted site observations to aid in developing layouts for proposed facilities and base-wide utilities, interviewed stakeholders, and worked closely with each base commander to determine their mission requirements, facility and infrastructure priorities, and conceptual layout for their base.

The A-E [Tetra Tech] provided exceptional service for this task order, starting with the kick-off meeting and visits to each of the five bases through the completion of the master plan for each base. The A-E created a strong relationship with the RSLFAC Commander and the commander of each base. This strong relationship enhanced the exchange of information relating to each base resulting in a clear list of facility requirements.

Following the design charrette, Tetra Tech created a draft master plan for each base, including a description of existing conditions, cost estimates, and construction schedules for future construction of facilities, utilities, and infrastructure. The draft addressed phasing requirements, prioritized by mission critical facilities and infrastructure, for achieving overall end-user objectives.

The RSLFAC and MED reviewed the draft master plans to prioritize planned construction projects and determine initial funding for each of the five bases. Tetra Tech developed the final master plans, incorporating draft review comments, cost estimates, and additional items identified by RSLFAC and MED.

Tetra Tech then prepared design-build request for proposal technical documents to a preliminary design submittal level for Phase 2A improvements in accordance with applicable Unified Facilities Criteria and host nation requirements. These included architectural, structural, mechanical, plumbing, fire protection, facility security, electrical, telecommunication, and interiors; as well as design of airfield pavements, lighting, and navigational aids. Tetra Tech’s team prepared and submitted design packages consisting of drawings, design analysis, specifications, cost estimates, engineering considerations, and a proposed construction schedule.

Throughout the design development, Tetra Tech provided quality control by performing interdisciplinary and independent technical reviews on each submission, as well as a cost and schedule risk analysis. To maintain overall project schedule and quality, Tetra Tech increased coordination by conducting detailed weekly team meetings and weekly meetings with MED to address ongoing action items. The master plans and design-build services aim to bring new facilities to each of the bases, such as landing lanes, helipads, fire stations, ground control towers, clinics, and operations centers.
