A confidential telecommunications company was renewing the lease on two cell tower sites on Edwards Air Force Base (AFB). The company selected Tetra Tech to complete the environmental baseline surveys (EBS) required for the real estate transactions. The sites are located on the Air Force Research Laboratory (AFRL) on the east side of Edwards AFB and on Edwards Main Base. This project presented challenges due to access restrictions at the AFRL and historic releases of chlorinated solvents and petroleum products at adjacent sites that needed to be carefully researched to assess the potential impact to the cell tower sites.

The EBSs were completed in accordance with Air Force Instruction 32-7066 Environmental Base Line Surveys in Real Estate Transactions and ASTM, Inc. Standard E1527 Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process. During records review, Tetra Tech identified environmental risks associated with historic underground storage tanks and chlorinated solvent groundwater contamination from nearby environmental restoration program (ERP) sites with the potential to impact the tower sites.

Based on our complete review of all available site data and careful site inspections, both sites were classified as Category 1 properties under AFI 32-7066. Category 1 is defined as “areas where no release or disposal of hazardous or petroleum substances has occurred.” Based on this category, the telecommunications company and the Air Force proceeded with the planned property transactions.
