Scott Penland, a program operations manager in the Tetra Tech Federal IT Group, discusses Tetra Tech’s blend of technical and operational expertise in command, control, communications, computers, and intelligence (C4I) that enables support to complex Department of Defense (DoD) systems.

Tetra Tech’s Federal IT Group currently supports multiple C4I systems across combatant commands and provides support to critical Federal Aviation Administration (FAA) navigation systems throughout the United States. We combine our Leading with Science® approach with technical and operational expertise to support complex U.S. federal government and DoD systems to achieve operational objectives. A key component of our approach is helping to protect the system and important data against evolving cybersecurity threats in an increasingly connected world.

Protection of critical information and continuous, reliable capability is required to operate, maintain, and continue to improve these systems to support our clients’ missions and objectives. The systems and information also must be protected against real and emerging internal and external threats while ensuring the delivery and integrity of the information to intended stakeholders. Tetra Tech cybersecurity experts have experience implementing the Risk Management Framework across multiple stakeholders and environments, providing innovative methods and continuous improvement to support robust protection of critical DoD and federal information systems.

Maintaining near 100 percent availability while incorporating multiple initiatives and upgrades is challenging in today’s increasingly complex and connected information technology (IT) environment. Our experts evaluate systems, identify industry trends, and provide opportunities for continual service improvement in DoD and federal IT capabilities supporting aircraft navigation, situational awareness, joint targeting, and secure interoperability across multiple classified domains. Scott Penland

Scott Penland is a program operations manager with the Tetra Tech Federal IT Group supporting the DoD and U.S. Central Command (CENTCOM).

He has more than 25 years of experience in command and control (C2) systems, secure interoperability, cybersecurity, and partner nation engagements supporting U.S combatant commands and national policies.

Scott spent 21 years in the U.S. Navy as a helicopter pilot, Afghanistan-Pakistan strategic advisor, and C4I systems integrator. He has a Bachelor of Arts in Economics from Northwestern University, a Master of Business Administration from Saint Leo University, and a certification as a Project Management Professional.
