Jill M. Hudkins, PE is President of Tetra Tech.

Ms. Hudkins has more than 25 years with Tetra Tech and has held increasingly responsible positions, including president of the Resilient & Sustainable Infrastructure operating division, president of our U.S. water and wastewater operating units, program manager for our flagship water programs, and lead of the corporation’s Strategic Growth Initiatives program. Ms. Hudkins was appointed President on October 3, 2022, to lead Tetra Tech’s operations and global strategy.

Ms. Hudkins exemplifies Tetra Tech’s Leading with Science® approach, driving collaboration, growth, and technical excellence across our company. She designed and implemented the company’s annual Tech 1000 Challenge technology innovation competition, resulting in technology development partnerships with our clients across the globe. She has championed our Digital Water growth strategy expanding services in the development of digital twins, automation, and cybersecurity for municipal water systems.

Ms. Hudkins is a nationally recognized expert in high-end, innovative water treatment solutions. She has led the planning and advancement of integrated water resources and advanced treatment strategies for the implementation of seawater, brackish water, and potable and non-potable reuse water programs. She was the lead engineer for more than a dozen state-of-the-art membrane softening and desalination drinking water facilities, as well as lead engineer for first-of-their-kind hollow fiber membrane filtration applications for surface water and wastewater treatment facilities. Ms. Hudkins is a registered Professional Engineer in Texas and Florida. She obtained her Master of Engineering in Civil and Environmental Engineering at the Massachusetts Institute of Technology and Bachelor of Science in Civil and Environmental Engineering from Duke University.
