Navy Resource Efficiency Management

Tetra Tech has developed and is managing some of the best and most recognized energy management programs in the federal government. We are currently supporting energy management activities at more than 60 Department of Defense (DoD) installations worldwide with an annual utility budget of more than $700 million. Of particular note is the energy management support Tetra Tech has been providing to U.S. Navy Region Southwest (NRSW) and Naval Facilities Engineering Command (NAVFAC) Southwest under a program called Resource Efficiency Management (REM).


Under the REM program, Tetra Tech is providing on-site energy specialists and champions to promote energy efficiency and conservation initiatives, water conservation, building tune-ups, and renewable energy systems at 10 NRSW installations. As part of the energy support provided to NRSW installations, Tetra Tech has:

  • Helped NRSW develop and carry out strong and effective energy management programs
  • Identified and implemented energy and water cost-saving initiatives
  • Initiated and developed cost-effective energy projects, ranging from immediate payback measures to major capital improvements
  • Evaluated the technical and economic feasibility of energy efficiency, renewable energy, and other projects
  • Helped the Navy meet its energy reduction goals, both internal and as mandated by Executive Order 13423


These services have resulted in major reductions in energy cost and consumption; reduced emissions of greenhouse gases and air toxics; brought in millions of dollars in grants, incentives, and other one-time benefits delivered; implemented some of the Navy’s most advanced renewable energy projects; and executed millions of dollars in cost-effective energy efficiency projects. Tetra Tech also participates in the NAVFAC Southwest “Green Team” and is helping to create and execute the Renewable Energy Action Plan, with a goal of making the Navy and Marine Corps bases in the southwestern United States run on nearly 100 percent renewable energy.


Highlights:

  • Identified more than $20 million in first-year savings for NRSW bases
  • Brought in more than $17 million in grants, rebates, incentives, and other one-time benefits to help fund projects
  • Received the Presidential Award for Leadership in Federal Energy Management in fiscal years 2000, 2002, 2005, and 2006
