Baldwin-Park

Located in the heart of Orlando, Florida, Baldwin Park was once a naval training center. Tetra Tech served as a member of the Orlando Partnering Team for the comprehensive site planning, investigation, and restoration of the entire property. The work involved the remediation of 27 individual sites, the removal of more than 230 storage tanks, and the remediation of 276 acres of contaminated property. A 16-month demolition and recycling process resulted in the dismantling and recycling of 256 buildings, 200 miles of underground utilities, and 25 miles of roads. Nearly all of the materials were marked for reuse. For this effort, Tetra Tech’s services also included:

  • Site investigations of all impacted media and underground storage tanks
  • Early transfer support
  • Finding of Suitability to Transfer/Environmental Baseline Study of Transfer
  • Long-term groundwater monitoring
  • Design of site remediation activities involving in situ treatment of contaminated groundwater via vegetable oil injections and construction of permeable adsorptive barrier trenches


Today, the property is a vibrant 1,100-acre community of residences, businesses, schools, parks, lakes, and wildlife habitats. At the nation’s annual brownfields environmental conference in November 2006, the Baldwin Park Redevelopment Project was selected for the annual Phoenix Award, awarded to projects to recognize outstanding restoration and reuse of blighted industrial properties. During the award ceremony, Baldwin Park was recognized as one of the top two revitalization projects in the entire United States.
