Public Health Preparedness

The emergency response role of public health and healthcare continues to expand. Tetra Tech has helped many communities to better prepare to meet the increasing challenges faced by the public health sector.


For the counties of Santa Clara and San Benito in California, Tetra Tech assessed and developed processes and procedures that allow mass prophylaxis of over two million citizens in a 48-hour period. The procedures were developed to meet guidelines set forth by the Centers for Disease Control and Prevention.


For the State of Kansas, we prepared county-level Foreign Animal Disease Plans for each of the 105 counties within the state. Tetra Tech completed standard operating guidelines and annexes to augment existing local emergency operations plans that were written to comply with the National Incident Management System (NIMS), Incident Command System (ICS), and Kansas Standards for Emergency Response Planning.


For the State of Iowa, Tetra Tech completed a bioterrorism needs assessment that: (1) determined the resources and capabilities of Iowa’s health and public health system to respond to bioterrorism, other infectious outbreaks, public health threat incidents, and emergencies; (2) assessed the readiness of Iowa’s public health system; and (3) identified factors to improve the readiness of the public health entities, hospitals, Emergency Medical Services (EMS), and local law enforcement agencies.


Working in conjunction with the National Center for Biomedical Research and Training, housed at Louisiana State University in Baton Rouge, Louisiana, Tetra Tech’s subject matter experts are supporting the development of several catastrophic healthcare-related curriculums. These courses are being designed using the lessons learned of the healthcare response to Hurricanes Katrina and Rita.
