EBS Waiver for Confidential Aerospace Company Lease at the Edwards AFB
A confidential aerospace company planned to replace two dish antennae and renew the lease on a radio tower site located on Edwards Air Force Base (AFB). An environmental baseline survey (EBS) is required for real estate transactions on U.S. Air Force property unless they qualify for an EBS waiver. The aerospace company selected Tetra Tech to conduct a preliminary records review and a visual site inspection (VSI) of the tower site to verify that the site qualified for an EBS waiver.
These waivers are streamlined reports that record the existing environmental conditions and document that past and future uses will not introduce hazardous materials or petroleum products to the property. EBS waivers can be completed for less cost, and in significantly less time, than a full EBS. They also reduce the level of effort for both the lessor and government staff in executing the property transaction.
The EBS waiver was completed in accordance with Air Force Instruction 32-7066 Environmental Base Line Surveys in Real Estate Transactions. Tetra Tech completed a preliminary review of site records and a GIS search of the surrounding area for identified environmental sites to verify there was no record of the use, storage, or release of hazardous materials or petroleum products to the site or adjacent properties. Tetra Tech then conducted a VSI to verify there was no evidence of undocumented releases at the site. The results of the records review and VSI confirmed the site qualified for an EBS waiver, and the lease transaction was approved.
Tetra Tech has qualified staff with badge access to Edwards AFB, including restricted areas such as the Flightline and Air Force Research Laboratory. This allows us to respond quickly to client needs and conduct site inspections and on-base records reviews on a fast-track basis, without the need for base personnel escorts. We also are a restoration program contractor at Edwards AFB and have extensive institutional knowledge regarding environmental sites on the base. This knowledge significantly reduces the time needed for our team to complete an environmental review. Due to our familiarity and knowledge of Edwards AFB and our Edwards AFB badged staff, we were able to submit the completed EBS waiver less than 3 weeks after contract award.
