Tetra Tech builds the capacity of producer organizations, industry associations, agribusinesses, and the public sector to strengthen market systems, promote a favorable business-enabling environment, and expand domestic and export trade.

Tetra Tech recognizes that farmers, service providers, financial institutions, government agencies, and post-harvest agribusinesses are all participants in an integrated market system. To create lasting and sustainable impact, development programs must be conscious of the constraints and opportunities inherent in each system and must ensure local stakeholders are empowered to address those limitations and opportunities. Tetra Tech serves a capacity building, mentoring, and quality control role to the greatest extent possible, while strengthening direct relationships between market participants.

Tetra Tech employs rigorous and participatory market analysis, working with local stakeholders to identify market opportunities and suggest solutions for constraints to growth. With interventions based on quantifiable market demand, we facilitate the flow of information throughout targeted value chains to communicate desired varieties, standards, prices, packaging, contractual terms, and delivery schedules so farmers and agribusinesses can meet market demands. Tetra Tech has had particular success in promoting exports of both fresh and processed high-value horticultural crops, including promotion of GlobalGAP, HACCP, and European supermarket quality standards; facilitating new sales through participation in international trade shows and exhibitions; and expanding awareness of relevant export regulations and standards for major markets, including electronic dissemination. Using ICT-enabled services for maximum impact, Tetra Tech has developed sustainable market information systems that empower smallholders, engage women and youth, and increase market transparency and stability. 

To ensure a favorable enabling environment, we build the capacity of private sector industry and trade associations to advocate for reforms and drive public-private dialogue. We also train public sector agencies to analyze the impact of existing and proposed policies, strengthen enforcement of trade regulations, and advocate for local producers and agribusinesses in trade negotiations with other countries.
