Mr. Paul Ruffell

Paul Ruffell leads Tetra Tech's Canadian infrastructure group. This group of 3,500 staff provides diverse engineering and scientific consulting services to government and the private sector clients across Canada in the areas of water, waste management, buildings, transportation, geotechnical engineering, and environment.

Mr. Ruffell graduated from Portsmouth University with an honors degree in Engineering Geology and Geotechnics in 1977. His first professional employment was working for the Dutch construction company Volker Stevin, building ports and offshore structures worldwide. During this period, he gained experience in offshore site investigation and construction.

In 1981, Mr. Ruffell moved to join EBA Engineering Consultants to continue this offshore work, this time in the Canadian and Alaskan Arctic Ocean where he gained experience in the design and construction of both offshore and onshore structures. He worked as part of a team that developed and successfully deployed fixed structures in conditions where they had not been used before, undertaking projects in remote and challenging locations.

In the early 1990s, Mr. Ruffell moved to Laidlaw Waste, where he developed expertise in the design, construction, and operation of waste collection, diversion, and disposal facilities. Returning to EBA, he began to progressively manage larger portions of the company, starting with the Alberta operations and ending as President and CEO. He led EBA from 2001 to 2014, through its largest period of growth and acquisition by Tetra Tech in 2010.

Mr. Ruffell served on the Consulting Engineers of Alberta Board of Directors from 2000 to 2004, and served as its President in 2002 and 2003. He was also elected to the board of directors of the Association of Consulting Engineering Companies of Canada in 2013.

Mr. Marc Couture

Marc Couture was appointed president of Tetra Tech’s Quebec infrastructure and buildings group in December 2015. He leads a staff of more than 600 employees providing engineering, consulting, and project management services for municipal and transportation infrastructure and buildings, environmental, and water projects.

Mr. Couture was previously general manager of Tetra Tech’s municipal water division in eastern Canada. In the last 16 years, he has held various management positions within Tetra Tech’s operations in eastern Canada. Mr. Couture has worked in public sector at the municipal level and in the private sector. His professional background includes work as a municipal engineer for several municipalities in the Montreal region. He has extensive experience in building inspections, public services management, operation budget preparation and management, and capital investment long-term planning.

Mr. Couture has been a governor of the Association des ingénieurs municipaux du Québec (Quebec association of municipal engineers) since 1996. He has previously served as president of the technical committee for the Coalition pour le renouvellement des infrastructures du Québec (coalition for the renewal of Quebec infrastructures), as a member of the review committee regarding the NQ1809-300 standard (construction specification/general technical provisions/drinking water and sewer pipes), and on several technical committees for the Centre d’expertise et de recherche en infrastructures urbaines (center of expertise and research on urban infrastructures or CÉRIU) and Réseau Environnement.

Mr. Couture holds a bachelor’s degree in civil engineering from École polytechnique de Montréal and a master’s degree in urban analysis and management and a master’s degree in business administration from the Université du Québec à Montréal.

Mr. Couture is a member of the Ordre des ingénieurs du Québec (Quebec professional corporation of engineers).

Mr. Pat Marchione

Pat Marchione is the president of the section of Tetra Tech’s Canada Industrial Group that provides engineering services to the electric utilities sector.

Mr. Marchione has a diversified background in engineering consulting for the nuclear sector, including nuclear power plant operations, the transmission and distribution sectors, and the equity analysis power sector. His utility operations experience is complemented by his understanding of both the power and capital markets. During the last ten years, Mr. Marchione has worked in engineering consulting, business development, project management, and engineering management, as well as working as a general manager.

His formal education includes a Master of Chemical Engineering from the University of Toronto and a Bachelor of Science in Chemistry from University of Waterloo.

Mr. Bernie Teufele

Bernie Teufele is President of Tetra Tech EBA and oversees Tetra Tech’s operations in western and central Canada and the United Kingdom in the water, environment, infrastructure, solid waste, and mining sectors. He has 19 years of consulting engineering experience with Tetra Tech EBA and is responsible for fiscal performance and tactical and strategic direction of the company.

Throughout his career, Mr. Teufele has held increasingly demanding and significant leadership roles. Prior to his current role, he has held positons of senior management at Tetra Tech, including the regional manager of engineering services for British Columbia and the senior vice president position for Tetra Tech EBA’s Transportation Practice. He has successfully executed roles ranging from project management to operational leadership of business units of varying size.

Mr. Teufele also has technical experience in the fields of pavement engineering, materials evaluations, geotechnical engineering, and natural hazards assessments. With Tetra Tech EBA, he developed the pavement engineering initiative in British Columbia and has gained extensive experience in all aspects of pavement engineering and pavement management systems. Mr. Teufele has worked closely with many owner agencies—including municipal, provincial, and federal government clients—to deliver transportation services. He has also worked extensively with private sector transportation clients on large alternate delivery projects (design-build and public-private partnership projects).

Mr. Teufele is a Professional Engineer licensed in British Columbia (APEGBC) and Alberta (APEGA). He is an active member of the Association of Consulting Engineering Companies (ACEC) and has chaired the ACECBC-MOTI liaison committees for Transportation in British Columbia. Mr. Teufele is also a member of the Vancouver Board of Trade and a long-standing member of the Canadian Technical Asphalt Association and has been a presenter at their annual conference.

Mr. Teufele completed executive training programs at the Ivey School of Business and the University of Alberta School of Business.
